QR were very over top in their stringency. This is because in part Bombardier did drop the ball on a few instances and also in part because TMR cut QR out of their normal role, so QR created work for themselves by nit picking. Net result was QR would not approve trains for acceptance as they were not good enough, when they clearly were fine.
Further, Bombardier's manufacturing plant in india had built one train before, the Dehli Metro. They were relatively untried and are reasonably incompetent. The Queensland GOV were silly to go down this path but Bombardier were also silly to make the promise with that workforce.
The whole Commenwealth game thing is a bit of a red herring. THis was not really part of the original contract, but makes for a good rod to beat the train builder with.
It is all a very long story with lots of politics. To be honest, this sort of shit is common with any rolling stock project and the public are usually pretty sheltered from it. I suppose the reality is that this sort of bullshit is common for any major project in any industry.
The fact that the trains work and look good is the bottom line for me.
