Since Reno was mentioned I feel it's important to note that Reno is better than Vegas in every way, and will probably have functional, reliable mass transit before Vegas too. NVDOT has studied commuter rail there a few times, it probably wouldn't work but helps the state figure out the cost of a proper Capitol Corridor extension or equivalent. A modern Donner Pass Tunnel was needed a century ago, eventually California will just build it and Reno will join the Sacramento Metro Area.
