In the United States you mostly have lobbying but it's worse in the EU because the public is so generally unaware and brainwashed. The standard there is "Public Enterprise:"
https://en.wikipedia.org/wiki/State-owned_enterprise>A state-owned enterprise (SOE) is a business enterprise where the government or state has significant control through full, majority, or significant minority ownership. The thing Wikipedia doesn't talk about though is that almost invariably companies with a significant public share holder will get all kinds of regulatory exceptions and reduced license fees. This is just a recipe for nepotism and in the States we see this with military contractors but they do the opposite where they purposefully charge the company for like 1000 dollar screwdrivers in Afghanistan to rack up as high a bill as possible and put that on middle class tax payers.
Look at the oil and gas industry in Norway for example. If you wanted to start a mining company they would be on your ass like the color green for fucking all kinds of environmental regs and fees but the companies that cozy up to the government get those waived and they make massive amounts of money. This is why socialists are so fucking stupid. They are supporting policies that make it harder for working class people to become middle class or even higher, and because of currency printing and inflation that means that even your typical millionaire is really just slightly upper middle class now.
But it's not just mining and shit. It's software too. Socialist countries typically make incorporating more difficult and place higher burdens on employers and liabilities so they have to worry about getting sued just to hire someone for freelance web development. Or they have crazy hate speech laws or if an artist criticize the government they find themselves being audited.
