Next would be a local hobby shop which is helpful in advice if the staff are knowledgeable. It's also useful just to be able to see stuff in person. Sometimes you can't always get all the details of something off a website.
Model Railroader magazine has helped me learn a lot and it shows off nice layouts every issue. Hopefully it's not too expensive to get or you have a local alternative. They also sell books/guides etc on the subject and have a forum on their website.
YouTube has plenty of how-to videos as well.
For tools you should already have basic hand tools like screwdrivers, wrenches, ratchets/sockets, pliers, tape measure and wire strippers/soldering iron.
For hobby specific tools that's something you'll assemble as you progress and reach the next stage in your build.
Power tools will also be handy. A drill and saw are among them. You also mad want to look at a Dremel. Very versatile and has numerous attachments. I just got one and can't wait to try it out.
