hydro disc brakes, 9x3 drivetrain, rack mounts for low riders in the front and fenders/ racks all around, and most importantly a steel frame, which is ideal for touring. You could also fit some more comfortable wrap around bars too. I would advise against sitting straight up though, as a rigid spine will transmit bumps rather than flexing like suspension. Do core exercises.
If you want cheaper, abandon the idea of disc brakes and probably look used.
