So what you want, is a full size rack. Which incorporates low rider-esque positions for panniers and a rack top.
Because I think those can easily enough be adapted to mount at the fork crown. Like pic related which has fully adjustable mid mounting arms. I think you could definitely adapt it to work for you. Probably most other full size racks also.
