Any bike shop can build you a nice set of 26" wheels, which will actually be strong enough for underbiking, touring, and heavy grocery duty on a nice bike.
On a cheap bike, even <$100 wheels are prohibitively expensive so what bike stores do or don't sell is redundant, and you'd probably look online anyway for the finest price, in which case, it's not like you don't have any options.
