You'd just need new brake levers and to recable and some $10 aliexpress cruiser bars.
the drivetrain is probably getting on too, so you'd do a narrow wide 1x ring as small as fits, and a new wider cassette and chain.
the tt levers and aero bar would recoup some of the cost
