Note how concerns about environmental impact go beyond just muh eminent domaining people out of their homes. You have historic sites, cemeteries, school athletic fields, golf courses, and farmlands. Bulldozing any of that for a public works project has political consequences so there's a lot to negotiate and plan and account for.
Also you'll note that 160 mph and 220 mph were considered but ruled out early on because they were dramatically more expensive than the 125mph option (which is already expensive and projects the largest annual operating deficit).
Finally, the expensive and ambitious 125mph plan that involves of a brand-new ROW corridor STILL only gets you from NYC to Niagara Falls in 6 hours, which barely faster than driving (~400 miles for an average speed of almost 70mph). Nowhere close to the 2-3 hours that the internet enthusiasts imagine.
