it is fairly common to see the bars rolled forward as in
>>1738849 to make the reach longer, and favour the hoods as a grip position
who ever last had your bike may have moved the levers further down the bar and closer to the outside edge of the hooks, and then re wrapped the bar in tape
if your arms are long enough having the drops bellow parallel may not be too uncomfortable
but I have found that an extreme roll forward of the bars makes the drops feel like they are trying to slip my hands downwards
