If you fall and hit your head, the only thing that matters for how hard you hit is the vertical component as dictated by gravity. And since the starting head position is about the same whether you're standing around or cycling down the street at 40km/h, if you fall and hit your head on the ground in either situation you'll hit it just as hard. If you get yeeted over the handlebars and hit your head, you will suffer head injuries nearly the same as if you were standing around, tripped, fell, and hit your head.
The horizontal component does still make a difference, of course, but mainly by giving you a bunch of road rash that you wouldn't get if you weren't going so fast. In order for speed to mean something in how hard you hit your head, you either have to be going downhill (so you end up falling longer) or run straight into a wall or something.
