But broadly speaking float planes can land on grass in a pinch but not take off again, and with landing gear they can take off and land on paved surfaces but the training wheels aren't good for anything else, whereas amphibian planes with larger landing gear can also take off and land on grass. These might be the most "free as in freedom" planes in that regard.
