I would definitely get a shorter stem with +17° rise and or bars with less reach. That's probably the best option. Those bars have a lot of reach. As long as your hoods remain infront of the head tube it won't negatively affect handling.
If you don't replace, i'd experiment with tilting the bars down, and potentially raising the levers on the bars, and re-wrapping the tape.
