I agree that it definitely could have been done better, since it left us with the current dire straits of having the Fr*nch as the only aircraft builders in the country, but even then I'm not sure how. Canada doesn't even have the tax base to maintain a single shitty highway from coast to coast, let alone a massive aerospace and defense industry.
The arrow was definitely a based design though, it's too bad it got cancelled and the company dissolved right after.
