pre-80s bikes are practically all worthless and in terrible condition. You can get them for free and it's not that hard to make them ride, although often you need new wheels.
The important thing is just that it has paint you like. Rust is fine, rub it with linseed oil, it looks cool. Don't buy a bike with totally fucked paint and think you'll repaint it, unless it was expensive when new, it's a massive waste of time/money and doesn't recreate the charm of original paint.
The one in your pic has rod brakes, cottered crank, and steel rims. It's better to avoid those things.
