I know the whole Rogallo-Gemini proposal in the '60s was a bit of a shitshow and probably left a bad taste in their mouths, but the X-38 seemed pretty successful with a ram-air parafoil and showed promise of precision landing capability. And it seems a hell of a lot less hazardous than retropropulsion.
