The systems on a train take a bit of 'dialing in', which is normal. One example of this is fine tuning the brake pressure and brake control computers.
With other vehicles like cars you can afford to have a few test cars in a factory somewhere. With trains you can't and so the first trains delivered are the test trains.
Basically, the local paper has made an uproar about a perfectly normal thing. I.e. they are painting normal growing pains as a failure -- sells papers. The whole thing is compounded by pollies setting very short project duration and people's expectations being sky high.
This said, there are a few things that are Bombardier's fault. All the same, they're suing the state. Their manufacturing was Indian and they concluded the project by telling all the engineers that they're not needed anymore as engineering is going to Bombardier's Indian sweatshop also.
Now with CRRC in the mix and the mega mix of Siemens and Alstom it's a very exciting time!
