Before you cut, look inside the stem (from the bottom). You want the wall thickness at your cut to be the same (or thicker) than the wall thickness at the factory cut.
Also remember that stem expander bolts aren't threaded all the way. If you remove material from the stem, the wedge is going to thread higher up on the bolt. I had a quick look at a spare stem, and I could cut off 1 1/2", anything past that and I wouldn't be able to tighten the bolt.
