>>1870894Monorails are a meme. Greatest need for rapid transit is in population/employment/destination centers. Those often have expensive (financially, legally, politically) land, making acquiring a right-of-way hard, and construction disruption in those is less tolerated than it would be in more outlying areas. The population that might suffer quality-of-life issues due to noise etc. from operations is higher. And if you're at the stage where you're allocating funding for a mass transit system, you have the traffic and the long-term vision for high-capacity systems so that you're not semi-permanently locking yourself into an insufficient system that can't scale with the city.
