I'm a cheapass. My surly with racks and fenders only cost $650 but I drove 250 miles to get it and shopped on Craigslist for a couple months. I'm using panniers from the 1970s.
GF got her bike with a front and rear rack in Tokyo for about $5-600. It's doable, but expect to take a couple days shopping around because Japanese bicycle selection is kind of bad.
Forgive me if the color is off on these photos. I'm red/green colorblind. So I think the saturation and brightness is turned up high in the daylight.
