The axles are designed with a bit of flex in between them to allow for bends, but yes this configuration would limit your to routes. For Uunion Pacific, this isn't much of an issue on the high plains of Wyoming. However these engines still had problems in yards and whatnot. It's why they came out with articulated designs.
