Yes, lots, albeit small-scale. Chicago is exceptionally dense for an American city and every lot supports at a minimum 2-3 units, so most construction is on small-scale multifamily. Larger, especially TOD projects are common.

The west side - Garfield Park, Humboldt Park, Austin, Cicero - extremely dangerous. Possibly worse than the South Side.
West loop, due west of the loop, is a very nice area though.
