Here he’s tested a bunch of tires from the same manufacturer. The 22c Turbo, the only one that would conform to the 105% rule on rims up to 25mm wide (due to clincher tires running wider on wider rims), generates significantly more rolling resistance.
This chart shows the Crr combined with the CdA on the same aero wheels, the narrowest tires are notably the slowest.
