You dont have to get a trainer or a truing stand, getting a tension meter is far more important (as for dishing tool - diy it with a piece of wood for 5$, it works great), you can even true it radially with tires on - radial trueness is far more connected to equal spoke tensions than lateral trueness, so there is another reason to get any kind of tension meter.
I recommend reading wheelfanatyk blogs - it opened my eyes after years of doing it the wrong way.
