It's not that different the only major difference is that the omafietsy bike has a more ridiculous riding position and is heavier and is a step through.
The step through part never caught on for utility bikes because it was seen as too gendered, which is absolutely ridiculous as it allows rear luggage and being able to swing your leg isn't a male trait.
It would have been amazing if in europe these practical utility shitters were ruined in the 70s by hipsters stripping them and racing them downhill and then everyone started riding mtbs.
