"Mountain" includes everything from downhill machines with massive suspension to basic bikes that aren't meant for anything more challenging than a dirt path. "Gravel" overlaps at both ends, including gravel road bikes that are more racey than a traditional touring bike and bikes that are just MTBs with dropbars. So don't get too hung up about the labels that applied to different bikes, they're just descriptions, not hard rules about what specific bikes can or can't be used for.
