Honestly, I can't wrap my head why a much safer normal small car can't be given to a teenager, like most moped car accidents here happens because they are too slow (45km/h even though road speed limit is often 80km/h) and made of shit plastic with no airbags etc.
Moped cars are the road cancer of Nordic Countries, worse than cyclists or other distractions.
