Parking minimums were only for new development, and the land value there was so low nothing developed there for years. The main downtown stretch still had lots of buildings, no one was demolishing anything for parking. As another note, this was Houston's downtown in 1966. Take note of the parking lots, minimum parking standards weren't adopted until 1967, and then, only for new businesses.
