This is a tough question to answer, but I'd say Gold Camp Road outside of Colorado Springs, the roads inside of the US Airforce Academy when they were all open to the public (big hills, perfect pavement), and the mountain canyons west of Boulder, CO are all top of my list. But my more recent favorite place to ride is Sycamore Canyon in Thousand Oaks, CA - it's lovely mix of pavement and gravel with a big climb/descent on one end and the ocean at the other.
