And I don't think the key here is to be fast, instead it seems more related to connecting exterior of Tokyo urban area together so that those area can become more conveniently accessed by people from other part of the Tokyo, thus enhancing their development potential, similar to how Yamanote line from last century yielded many places in Tokyo that we are now familiar with.
