yea 18 mph is easy
20 mph requires a bit more dedication
25 mph is possible on an upright bike (.eg no drop bars) but I would not recommend it

a minor part is slightly less rotating mass (at least 4kg)
and the entire weight of the bike can recover more quickly from small bumps/changes in grade

hit anything like that fast enough and there is a high chance of rim and tire damage

that and any gravel and sand along painted road markings will fuck with the bikes stablity
