This will build stronger, self-sufficient communities. On a motorcycle you can perform all kinds of maintenance (oil changes, tire changes, valve timings) yourself. Of course with bicycles it's the same thing. You can be responsible for your transportation, and that creates independence.
Licensing restrictions should be much more stringent, for all motor vehicles including motorcycles, adapting the system for aviation. The majority of cagers would not have a driver's license because they would rather do other things besides practice driving. The majority of cagers wouldn't need a driver's license anyway, if they could carpool to work or subscribe to a self-driving car service. It's a problem with the infrastructure and attitude that needs to be addressed.
Obviously if you own a car, carpooling should be mandatory.
until people are ready for this kind of change, the only non-scummy way to use the road infrastructure* alone is to ride a motorcycle (>20 mph)
