the best way is to do an acid dip but then you have to repaint it.

other than that you want either an air compressor or a water blaster and experiment with cleaners.

I wouldn't worry about it too much unless it's an exotic frame with thin wall tubing.

i've done it with a steel frame and it worked great

I had to. I like to leave original paint on bikes if i can but there were some rust holes that needed welding. Normally you'd junk a frame at that point but this is a pretty special frame. Got it acid dipped by this guy to flush the tubes and then powder coated.

powdercoating is pretty awesome. I did a bike last year. Shop it around though. Find a place that does acid dipping to strip it rather than media blasting.
And price varies wildly. I think the guy who did mine gave me a good deal ($100 for strip and paint) just cos he liked bicycles but I was getting ~$300 quotes, or like $150 just to strip.
