Cars are low density traffic, and at London's level they should be considered an afterthought in traffic planning. Any street with more than a single lane in each direction is wasted on cars in London. Especially in the core of the network, where once you have enough trams going you might as well just ban cars entirely and leave access for delivery vehicles, public transport and two wheeled things only.
