The french way consist of having long, uninterrupted segments between important cities, and should any cities along the way desires a stop either an exit is made or a new station is created, meaning there can be direct, high speed services while still having routes that stop along the way. (Ofc for france it started from Paris but new routes does not while still following the same principles)
The german way consist of small segments of HSL spawning here and there between cities or simply upgraded IC lines, meaning even if you make direct services (ie the current one to berlin) the route isnt fully High speed with the added negative of having many bottlenecks created along the paths where HSL and regular IC lines intersect. Throw in a lack of maintenance and you get Delays galore and all of the problems DB is currently Facing.
