Instead of the cargo entirely resting on the trailer, the front rests on a carrier on the tow vehicle and the rear rests on a carrier on the hitch trailer. The carriers on a logging truck have limited swivel to facilitate turns, but I'm guessing this would constitute overengineering on a bicycle.
