Front panniers are ~25 litres
That's about the same capacity as a large backpack. Splitting it up just improves weight distrobution and makes your bike handle better. When you're setting up campsites every day it also really nice to have your stuff micro-organised to a high level, and using different bags helps with that.
People with lots of smaller bags usually have less capacity than this and are more inline with ultralight hiking setups.
Also when you see tourists with full pannier setups they often carry a laptop, camera gear, and city clothes, because they're on a long trip that will include difficult weather, working/travelling, or producing content.
