That's the point of stealth, duh. The B-2 is rumored to have about the same RCS as the F-22 or F-35. The B-1 is supposed to have the same RCS as an F-16. With advanced stealth technology, size doesn't matter much. We know that the chinese have acquired advanced RAM. The current J-20 prototypes show, on the surface, attention to detail that's equivalent to the F-22 or F-35. The intakes have S-ducts. The canopy frame is internal only. From what we can see on the surface with the pictures available, there's nothing that says it can't be as stealthy as an F-22/F-35. There's a few areas like the exhaust that need work, but they're capable of changing it (see that recently leaked pic of a J-10 with a sawtoothed TVC nozzle). The current prototypes have already been refined a lot stealthwise since the first ones, so they're definetely aware of advanced stealth techniques and activrely trying to optimize the RCS.

China is definetely close to overtaking them on engine tech: Russia has basically been stagnating since the end of the cold war, and only been making extremely slow progress recently, while China has constantly improved significantly.
