Add in trams and metro lines that reach large suburbs bordering the city to help suburbanites reach the interior where the HSR stations are, and you got 80% of the nation connected.
As for the HSR cost, the feds already own the green in pic-related. Most overpasses are due for replacement, so stone two birds at once.
