After the FRA published the DEIS, the Japanese government basically gave Texas Central Railway $300M through an extremely low-interest loan to finish the EIS, which should cover all their financial needs until they get the FRA publishes the final EIS and they recieve federal approval later this year.
Based on the experience with overseas Japanese rail projects, I have little doubt government approval will be followed by the Japanese dropping a couple billion through an extremely-low interest loan to get the investment ball rolling. I doubt it'll pay for the whole thing, but it'll probably cover a good chunk of it. Japan really wants a foothold in the US HSR market - they see a lot of potential profit here if we can ever get our heads out of our asses and invest in it. They're just trying to speed that process along.
