The greens are revenue-positive, the reds are revenue-negative. The big red blocks in the suburbs are almost as high as the green towers in the center, and they're surrounded by a sea of red. Municipalities cannot pay for the maintenance bill on suburban roads that start ramping up around the 30-year mark (when they start requiring partial rebuilds as opposed to just pot-hole filling and resurfacing) from the entire general tax revenue pool, they have to go into debt.
