The bike lane is too narrow and the sidewalk is too narrow but with the given requirements it's impossible to get anything better. You could do some changes between sidewalks and bike lanes but there's simply not enough space. Unless one of the sides of the street is unused. Then you could remove the sidewalk there and give the space to bikes and pedestrians on the other side of the street.
