>>1266293I've been pondering this problem a lot lately. I think the best solution would be to just ban cages outright. Some exceptions would exist for things like commerce, emergency vehicles, public transport, and maybe special passes for people who have to cover great distances for work (but only for work -you couldn't use your pass to drive your lazy ass 2 blocks to the local grocery store). This would be as heavily regulated as possible so as to limit the scope of cagerism with the end goal being the eventual transition to pedelecs for most people.
Another idea I've had is awarding cyclists special tax credits for not imposing costs on everyone else (air pollution etc.)
Biggest thing though, is to start expanding cycling infrastructure -at the expense of cagers whenever possible. Shrinking roads to accommodate shielded bike paths and making urban centers more safely navigable by bike.
