you say even $150 is justified for a 90s mtb which should have new tubes and tires and cables and chain and cassette and bottom bracket and saddle and maybe some other parts so you're spending hundreds and then the bike still won't be that good by modern standards and it will have a very limited resale value when you're done with it
your best course of action is to come up with a bit more money for a nicer brand new bike because your budget is mainly psychological if you live in a first world country and if you're not a homeless
