I'm not sure how this works in other countries but here in Australia time and time again it seems that great ideas for master public transport plans designed to alleviate bottlenecks and expand on public transport infrastructure are marred by politicians wanting to save a few bucks in the hopes that it'll reflect nicely on their record when the next 4 year term comes around. Despite this however the end results of these decisions leads to long term plans for expanding upon developments never being implemented and as a result, essentially wasting billions more dollars of taxpayer money in the near future to try and compensate for these reckless decisions
