The Box Elder line would run synchronized with the train, with one bus leaving in each direction after the train stops. Thus, with just an hourly bus, you still get an attractive service, as it works as a reliable feeder to the train. Once you take the train at the designated hour, you can be sure there'll be a bus waiting for you.
For the rapid city bus lines I'd say a 15 minute frequency wouldn't be too much to ask for. More than 15 minutes is always impractical.
