Göttingen and Münster are both laid out for the car and bike, and their public transport networks suck. Göttingen is pretty small, so I can sort of see why they wouldn't have a rail-based transit system. It could still be much better though. Just look at Osnabrück, for example.
Münster is a whole different story. It's among the 20 largest cities in the country and by far the largest without rail-based public transit. It's a farce
