Basically, this train looks like any ordinary ICE 1, but with only 2 coaches. The coaches actually contain equipment for track measurement and also electrical measurement, allowing for these things to go along mainlines collecting data, and assisting maintenance people to know where issues are, and what they are.
I've seen this train go past me once. I was highly confused when it did until I realised that it was actually DB's measurement train.
