The main issues are:
1: Tiny women that need <48cm frames. 700C wheels can be too big and cause to strike on such small frames, so rather than opting for wacky geometry, the best solution is to go for a frame that takes 650B wheels
2: Frames in the low/mid 50s and a rider with proportionally large feet. Usually the best solution is working around a fit where the cleat/foot position brings the foot rearward on the pedals, which is desirable in many cases anyway due to higher posterior chain activation.
