The problem is that there is a big sea terminal and industrial area to the south - so many HGVs (tankers, car transporters etc) come from the south route, marked in blue. However, because the red routes are so busy to begin with, the HGVs are often stuck at the roundabout entrance for a long time, waiting for the traffic to their right to clear so they have a safe route. This means that some drivers get impatient and do the 'fuck this I'm moving, deal with it' thing, which of course is a safety risk and has led to accidents (which make traffic even worse as a result).
So, there's been talk forever about having traffic lights installed at the entrances to the roundabout, in order to manage traffic flow.
